Here's the part that's easy to skip and expensive to get wrong. There is no single set of e-scooter rules for the whole of Europe. Each country decides its own limits, and they differ more than you'd expect.

Germany is a good example. Only e-scooters with an official operating permit (ABE) may be used on public roads, the speed limit is 20 km/h, and insurance is required. Many other countries allow up to 25 km/h, and some ask for registration, plates or a helmet.
